In photography, some effects such as color tone and details can be achieved by using filters which are pieces of colored glass or gelatin which is placed over the camera lens. This allows only certain wavelengths of light to enter and be absorbed by the film.
On the other hand, filters of Photoshop and other graphic applications produce similar effects as the traditional photographic filter which can be applied to the whole image or part of the image. Some more complicated Photoshop filter will allow a designer to manipulate a photographic image to appear as if a painting.
